From: Chemical Hazards Handbook
Section: 3 The legal framework -

Major accidents

There is separate legislation to protect communities from major chemical accidents which, among other things, requires that chemical companies producing dangerous substances in certain amounts draw up and test emergency plans. In February 1999, the former law, the Control of Industrial Major Accident Hazards Regulations 1984 (CIMAH), was replaced with the Control of Major Accident Hazards Regulations (COMAH). The legislation stems from the European Seveso directives, named after an Italian town which suffered the effects of a major accident at its chemical plant in 1976.
